Palestine, is perpetually snow clad, as if with heavy dew. So are the dews of Zion. In dry areas or dry seasons of the year such dews were both refreshing and life-giving, even determining issues of life and death. The imagery is the “flow” of dew from Mount Hermon to Mount Zion, like the oil on Aaron’s head that “flowed” down his beard onto his clothes.
